NFC STE has been established to organize, coordinate, and carry out research and engineering for the nuclear fuel cycle of Ukraine.

       The main NFC STE objectives are:

       · to develop a concept and program for establishing a nuclear fuel cycle (NFC) of the nuclear power industry of Ukraine;

       · to provide scientific support for Ukraine's NPPs in the area of nuclear fuel;

       · to provide expert reviews on nuclear fuel;

       · to establish research, technological, and test facilities for carrying out NFC-related activities;

     · to conduct research into fuel elements, absorber elements, fuel assemblies and their engineering design to establish an industrial framework for the fabrication of fuel for NPPs;

      · to develop new fuel, absorber, and structural materials to design fuel elements and fuel assemblies of enhanced reliability, operability, and economic efficiency;

      · to carry out research and development in the area of nuclear weapon material utilization to manufacture fuel for NPPs;

     · to develop methodologies; to model and substantiate operability of reactor core components;

    · to carry out research into nuclear fuel material science and conduct tests to create enhanced-safety nuclear reactors;

    · to participate in the development and implementation of state conversion programs, government programs for fundamental and applied research into the utilization of nuclear materials and nuclear-and-radiation technologies for various branches of economy and other government needs;

   · to provide scientific and technical assistance to industrial enterprises and higher educational institutions in implementing cutting edge technologies and training specialists;

  · to carry out esearch-and-development activities in conjunction with national and foreign laboratories and companies;

    · to carry out other types of activities which are not prohibited by the effective legislation of Ukraine.

   In pursuance  of these objectives NFC STE has the right:

    · to independently plan and carry out its economic activities;;

   · to independently dispose of its income remaining after deduction of taxes and other mandatory payments provided for by the effective legislation of Ukraine and NSC KIPT Charter;

    · to enter into economic agreements with state and other entities and individuals for performance of work according to the company activity profile;

    · to duly procure, rent, and order at its own expense material resources, including fixed assets from companies, organizations, and individuals;

   · to hold research conferences, workshops, meetings, including international ones, and to pursue other types of international relations and cooperation;

   · to use bank and commercial loans guaranteed by NSC KIPT with the latter's consent;

    · to independently determine its structure and staffing structure with NSC KIPT concurrence, and to approve provisions on structural divisions.

 NFC STE has the following obligations:

    · in determining its activities, to take into account government orders, contracts, and other NSC KIPT contractual obligations;

   · to duly approve, upon concurrence by the NSC KIPT Scientific and Technical Board, a research calendar and report on its fulfilment;

   · to ensure timely allocation of taxes and other mandatory payments under the effective legislation;

  · to ensure mutual settlements with NSC KIPT and all payments for NSC KIPT services according to the procedures and time frames established by the "Provision on the Main Financial and Economic Relations of NSC KIPT and Its Divisions".
