First Announcement
The Conference will be held by the Institute for High-Energy Physics and Nuclear Physics (IHEPN) in Kharkiv, from February 21 through February 25, 2011. The scientific program of the Conference is as follows.

There is no registration fee for the Conference participants. The addresses, telephone numbers and the tentative cost of Kharkiv hotel rooms will be given in the 2nd Announcement.
Types of contributed presentations: plenary report of up to 30 min duration, session report (up to 10 min).
Technical means: a multimedia projection device. Input media: CD-R, CD-RW discs, USB-flash memory. No floppy disks are admitted.
The Conference participants should submit their registration form to the Organizing Committee (see Appendix 1).
The Organizing Committee will select contributed papers for presentation on the basis of abstracts, which must sufficiently fully cover the subject matter (see the guidelines for writing abstracts in Appendix 2).
Abstracts must be prepared in accordance with established procedure for open publication and be presented to the Organizing Committee together with the accompanying letter from the sending organization.
The materials in the electronic form (rtf files comprising abstracts and registrations forms; pdf files comprising scanned images of abstracts, registration forms, organization’s letters) should be sent by 15 December, 2010 at the electronic address: ihenp@kipt.kharkov.ua.
The deadline for submitting hard copies (one) of original papers (abstract, registration form, and organization’s letter) to the Organizing Committee is 10 January, 201 1.
The Organizing Committee will send the 2nd Announcement and the Conference Programme no later than 10 February, 2011, at all electronic addresses indicated in the registration forms.

The Conference participants have to complete the registration form giving the following information: name, family name (in full), science degree, academic rank, position, full name of the organization, official address, telephone number (including the country code), one or a few E-mail addresses. The filled-out forms must be submitted to the Organizing Committee.
The registration form must be signed by the Conference participant on the face side of the form.
Appendix 2. Guidelines for the authors of abstracts
The abstract of the report (in Ukrainian, Russian or English) should not exceed half the page (A5 format). The text should be typed in Microsoft Word font editor, usual style, Times New Roman, 10 pt, with single line spacing. The margins are 15 mm from all sides, the indention is 0.5 cm, full justification. The abstracts should comprise no photographs, figures, tables, plots, Microsoft Equation objects. For typing formulas, symbols, variables, superscripts and subscripts occurring in the text, the “Symbol Insertion” tool of the Microsoft Word editor is admitted.
Literature references are allowed (up to 3 references).
It is recommended that the authors should indicate the Conference Session desirable for the presentation of the report.
The abstracts must be prepared strictly in accordance with the sample presented in Appendix 3, using A5 format of the PC, must be typed out on a white paper sheet (A4 format) and be signed by all the authors on the face side of the sheet.
